Scandinavian National Aerospace NDT Board in brief Following the implementation of EASA requirement Part145/Part M, EU Commissions Regulation
(EC) No. 2042/2003 it has been decided to form a National Aerospace Board covering the
Scandinavian countries Sweden, Norway and Denmark, short name SCANDT.
Introduction
SCANDT is an aerospace organisation, as defined in EN4179, representing the industry and the
National Aviation Authority (CAA) in the three Scandinavian countries. The Board is based on the
requirement in EU Commissions Regulation No. 2042/2003, Annex l and II (Part M and Part 145) and
the European Standard EN 4179. The Board is chartered by the organizations responsible for the
production or maintenance of aerospace products and the CAA in the three countries. Production
Organizations or organizations responsible for maintenance of aerospace products are organizations
approved by one or more of the three CAA's.
Board Organisation and Membership
The Board is open for membership for approved organisations involved in production and/or
maintaining aerospace products like aircraft, engines, propellers and components as well as all the three
Scandinavian CAA’s. In order to run the day-to-day business, the Board will select a minimum of three
individuals from the group of Board members for a period of two years. The name of this group is the
Steering Committee (SC). The CAA’s have the right to participate in the SC as deemed necessary. The
Board will meet minimum once a year or when decided by the SC. In between meeting(s), business
will be carried out by e-mail or any other convenient methods. The individual board members or
organisations will defray expenses such as travel costs and working hours.
Steering Committee
The SC will constitute itself with a chairman. The chairman position will turn in shift. A maximum of
two positions can be elected every year. The names of the CAA representatives will be dedicated from
the CAA. The SC shall report annually in written form to the three CAA’s about the status of the SC,
changes of the organisation and membership and a brief minute of the activities of the past year. The
three CAA’s can ask for a meeting or an additional report with/from the SC, as needed on a particular
subject.
Responsibilities
Based on the requirements of EN 4179, the Steering Committee shall approve NDT training facilities
and examination procedures used in the training and examination of employees qualifying to carry out
and/or control a continued airworthiness non-destructive test of aircraft structures and/or aircraft
components.
The Board may set up guidelines for registration of experience including on-the-job training of NDT
candidates. The Board may issue written guidelines to ensure uniform administration of its
responsibilities. The procedures and guidelines must be in the form of an exposition handbook and
must be acceptable to the three CAA’s.
